Neon, an inert noble gas that is colorless, gives off a glow of color when used in high voltage discharge tubes, is very popular among teens and tweens for fashionable clothing. This retro smiley face commonly found in pop culture is a neon blue color and has a black glitter face. So recognizable the smiley is used as an emoticon to express emotion in electronic communications. With its first record on film in 1948 the smiley face is widely known throughout many cultures and was tradmarked by a French journalist in 1971. C'mon get happy!
